Finally gave up and read the explanation, which I really enjoyed.
I think if you could have spelled out CITATION in order --it did start with CI ---this would be publication-worthy

Thanks all - my one regret is that i meant to have the initial pairs go in clue order so there was no final unscrambling step, but the grid got away from me and I forgot.
