MEOW #101: Tricky Treaty
Hello Friends & Solvers!
I believe we have ourselves just a pretty little kitty today, i.e. KITTEN.
Thanks to the usual suspects for all the testing and teching, and to Cap'n Rick for the titling.
And speaking of titles, here are a couple of critters with some royal ones, who have been working hard to get the kinks out of the Tricky Treaty.
The answer to the meta is a Halloween costume.

I hadn't realized this was one I had tested. I opened up crosshare and it immediately went to "Your entry of xxxxxxx is correct" and I started blathering "but, but, I haven't even begun the puzzle!"
Oh, well. This was an excellent puzzle. Everyone will enjoy it I'm sure.
